PPWR, in plain English.

The Packaging and Packaging Waste Regulation — Regulation (EU) 2025/40 — replaces the old directive with one directly applicable rulebook for all packaging placed on the EU market.

Status checked 24 September 2026. Rules change — always confirm against the official sources below.

What it is

PPWR sets requirements across the whole life of packaging: what it may contain, how recyclable it must be, how much recycled plastic it must include, how much empty space is allowed, how it is labelled, and when it must be reusable. It applies from 12 August 2026, with most performance targets phasing in from 2028 and 2030.
